Brig. Gen. Efflandt becomes 2nd Provost of Army University

(ARMY UNIVERSITY/FORT LEAVENWORTH, Kan.) Brigadier General Scott L. Efflandt became the second Provost of the Army University in an assumption of responsibility ceremony at the Lewis and Clark Center Sept. 7. The outdoor ceremony hosted by Kirby Brown, deputy to the commander of the Combined Arms Center, installed Efflandt as the provost and as deputy commandant of the U.S. Army Command and General Staff College. Previous provost, Maj. Gen. John S. Kem, departed in July to become the commandant of the U.S. Army War College in Carlisle Barracks, Penn.

Efflandt said the ceremony was significant not because of him but because the work done by the Army University and CGSC accounts for the professionalism of the Army. He also highlighted the exceptional and successful civil-military relations that exist in Northeast Kansas that make Fort Leavenworth. “Fort Leavenworth feels like home,” he said. He added he had already reconnected with many old friends and was looking forward to making new ones.

Prior to his current assignment, Efflandt was the deputy commanding general (maneuver) for the 1st Infantry Division. His 32 years of commissioned service began as an infantry platoon leader for the Illinois Army National Guard. Upon receipt of a regular Army commission in 1987 he assessed to active duty as an armor officer.

His operational assignments began with the 5th Battalion, 77th Armor (Steel Tigers) of the 8th Infantry Division in Mannheim, Germany, with occasional duty on the Inter-German border. His duties included tank platoon leader, support platoon leader, company executive officer and battalion maintenance officer. Then Captain Efflandt’s next operational assignment in 1992 was with the 3rd Armored Cavalry Regiment (Brave Rifles) at Fort Bliss, Texas. During this tour he served in three squadrons as operations officer and as the commander of B (Bandit) Troop 1st Squadron until he relinquished command at Fort Carson, Colorado in 1996.

As a field grade officer at Fort Hood, Texas, he completed three operational deployments to Iraq. While assigned to the 1st Cavalry Division he worked as the executive officer of the 2nd Battalion, 12th Cavalry (Thunderhorse), then the 2nd Brigade (Black Jack). Next he commanded 2-8 Cavalry (Stallions) and from 2010-12 commanded the 1st Brigade (Ironhorse).

His institutional and enterprise assignments include: faculty at the United States Military Academy in the department of Behavioral Sciences and Leadership, faculty of Joint Operations at the Naval War College in Newport, R.I., Army office of Congressional Liaison, Washington D.C., and executive officer to the commanders of the U.S. Army Training and Doctrine Command and the U.S. Army Forces Command.

The new provost earned an associate’s degree from Marion Military Institute; a Bachelor of Science in Administration of Justice from Southern Illinois University; master’s in Sociology from Texas A&M University, a Master of Science in Strategic Studies from the Army War College, and continued graduate study at Salve Regina University. His military education began with the Armor Officer Basic Course and continued through the Army War College.

Efflandt takes over as Provost as Army University, established in 2015, moves toward full operational capability. Army University develops military and civilian professionals who can understand and operate successfully within a complex future security environment. It harnesses the Army’s energy, experience, and intellectual capacity to produce professionals that the Nation will need for a complex and uncertain world tomorrow. Army University is increasing the rigor of the Army’s educational programs through broader accreditation, promoting greater collaboration with the Nation’s premier universities and colleges, and improving integration among Army schools.
