From the information over the past day and a half, we have a unique perspective to advise civilians and commanders regarding the knowledge of atrocities and our U.S. potential duties, responses, and liabilities for intervening. Specifically, the liabilities (from today’s breakout) will be internationally viewed as dependent on our motives for intervening. As such, determination for intervening must always consider the altruistic motives in conjunction with the national interest.
