Finney\, director of the Commander’s Initiative Group for the U.S. Army Western Hemisphere Command\, will discuss his book\, Orchestrating Power\, which explores how the expansion of the American state for World War I reshaped the nature of governance. Finney is an Army Strategist currently serving as the director of the Commander’s Initiatives Group at U.S. Army Western Hemisphere Command. He has served from the platoon to combatant command level\, including combat tours in Iraq and Afghanistan\, and plans and strategy positions focused on the Indo-Pacific\, Europe\, Africa\, and Central and South America. \nFinney was a founding executive board member of the Military Writers Guild and is currently serving as the chairman of the advisory board. He was also a founder of The Strategy Bridge and the Defense Entrepreneurs Forum. He is a managing editor at the British Journal for Military History and serves on the editorial advisory board for the Journal of Military History. Among many other academic endeavors\, he is a senior mentor for the Project on International Peace and Security (PIPS) and an affiliate of the Whole of Government Center at the College of William & Mary. \nFinney is the co-editor and author of Redefining the Modern Military: The Intersection of Profession and Ethics (USNI Press)\, the editor and author of On Strategy: A Primer (Army University Press)\, and author of Orchestrating Power: The American Associational State in the First World War (Cornell University Press). He is currently researching his next book\, which is focused on Taiwan in the Cold War. \nFinney earned a doctorate in history from Duke University in 2022 while also serving as a Goodpaster Scholar. Galui\, director of the Endicott Center for Civic Participation. On Sept. 17\, 1787\, delegates in Philadelphia signed an ambitious document creating the framework for realizing the self-evident truths stated in the Declaration of Independence. Originally from Beverly\, Massachusetts\, Jason returned to his hometown in early 2026 after more than 30 years of service to the country. \nMost recently Galui was the director for Veterans and Military Families at the George W. Bush Institute and taught “Presidential Decision Making” at the John G. Tower Center for Public Policy and International Affairs at Southern Methodist University in Dallas\, Texas. \nThroughout a unique military career\, Galui led soldiers into combat during the U.S. invasion of Iraq; deployed to Kabul from 2011 to 2012\, where he served as a strategic adviser to the commanding general of the NATO Training Mission–Afghanistan; taught economics to two generations of West Point cadets; directly advised the 18th chairman of the Joint Chiefs of Staff at the Pentagon; and served in both the Obama and Trump White Houses. \nAs deputy executive secretary of the National Security Council and chief of staff to the national security adviser\, Galui was a key point of continuity during the 2017 presidential transition. His final assignment in the U.S. Army was as senior adviser for national security at the White House Council of Economic Advisers from 2019 to 2020. \nGalui earned a bachelor’s degree in economics from the U.S. Military Academy at West Point and a master’s degree in economics from the University of Texas at Austin. SUMMARY:Distinguished Speaker Series – The Impossible Mission

A reception begins at 5:30 p.m.\, the buffet dinner starts at 6 p.m. and the presentation will begin at 7 p.m. \nOur decision to go to war in Iraq was controversial\, but our decision to terminate the Iraq war should have been even more controversial. After eight-and-a half years of war\, and the sacrifice of 4\,614 Americans\, it is critical that we as a nation understand how this war terminated\, and study the lessons learned so that we do not have to re-learn it all over again in the next war. In this Distinguished Speaker Series presentation\, Lt. Gen. (Ret.) Robert L. Caslen\, Jr.\, will discuss what he faced leading the Office of Security Cooperation – Iraq (OSC-I) as described in his newly published book\, The Impossible Mission. This book is essential reading for our legislative elected officials\, military professionals\, interagency partners and national security authorities in the attempt to understand the interagency teamwork necessary to transition U.S. government departments from war\, to war termination. \n\nTickets are $35/person in advance or $40/person at the door. \nREGISTRATION IS CLOSED. \n\nLieutenant General Robert L. Caslen\, Jr.\, was commissioned as an infantry officer in the United States Military Academy class of 1975. He served in the U.S. Army for 43 years retiring in 2018 as the 59th Superintendent of the United States Military Academy at West Point. Before becoming the West Point Superintendent\, Lt. Gen. Caslen served as the chief of the Office of Security Cooperation in Iraq\, and was commander of the Combined Arms Center and Fort Leavenworth and commandant of the U.S. Army Command and General Staff College. Caslen also commanded the 25th Infantry Division during Operation Iraqi Freedom and was chief of staff of both the 101st Airborne and the 10th Mountain Divisions\, where he also served as chief of staff of Task Force Mountain during Operation Enduring Freedom in Afghanistan. He also served in combat and overseas deployments in Operation Desert Shield/Desert Storm\, Honduras\, and Operation Uphold Democracy and the United Nations Mission in Haiti. After his military retirement he served as the 29th president of the University of South Carolina. \nCaslen holds a Master of Business Administration degree from Long Island University and a Master of Science degree in Industrial Engineering from Kansas State University. In addition to his many military awards and accomplishments\, Caslen is a Distinguished Graduate of the United States Military Academy\, a member of the Kansas State Engineering College Hall of Fame and co-authored the book\, The Character Edge Leading and Winning with Integrity. He was born in Connecticut\, and grew up in Connecticut\, Massachusetts\, and Vermont. Although violations of such agreements properly command significant attention at the highest levels\, the successful implementation of these often complex and intrusive verification regimes frequently goes unnoticed. In this installment of our Distinguished Speaker Series\, Gil Bernabe\, Ph.D.\, will discuss his recent book\, Implementing U.S. Arms Control Agreements\, published through the Simons Center book program. \nTold by some of the world’s leading experts on the subject — men and women who labored on the front lines of the on-site inspections (OSI) and related activities – the book documents the story of one of the key organizations in this historic struggle to constrain and\, where possible\, eliminate the weapons that continue to plague the human race and the world environment — the United States (U.S.) Defense Threat Reduction Agency (DTRA) and its legacy organization\, the U.S. Department of Defense On-Site Inspection Agency (OSIA). \n\nTickets are $35/person in advance or $40/person at the door \nREGISTRATION IS CLOSED \n\nGilbert A. Bernabe\, Ph.D. (Lt. Col.\, U.S. Army\, Ret.) is a former treaty planner/analyst and inspector for the On-Site Inspection Agency (OSIA) and Defense Threat Reduction Agency (DTRA). He retired from government service after 43 years. He spent 26 years in the U.S. Army as a field artillery officer and 17 years as a civil servant for the On-Site Inspection and the Defense Threat Reduction Agency. Bernabe supported the INF and START Treaties as a planner and treaty analyst and participated in inspection and escort missions. He also served with the United Nations Special Commission on Iraq (UNSCOM) and participated in UNSCOM missile inspections in Iraq. He also supported U.S. Central Command in the areas of combating weapons of mass destruction (WMD) and interdiction and border security. \nDuring his military career\, he served on the Army staff at the Pentagon\, where he briefed the Army leadership on strategic nuclear issues\, and prepared the Army Chief of Staff on arms control issues selected for presentation to the Joint Chiefs of Staff. \nBernabe graduated from the University of Santa Clara with a history degree. He earned a master’s degree and doctorate in international relations from Claremont Graduate School. He also earned a master’s degree in National Security Studies from the Naval War College. DESCRIPTION:The CGSC Foundation invites you to a Distinguished Speaker Series dinner event on Wednesday\, September 10\, 6 p.m.\, at the Carriage Club in Kansas City (5301 State Line Road\, KCMO 64112). \nThe evening’s keynote speaker is retired General Robert Brooks Brown\, the president and CEO of the Association of the United States Army\, headquartered in Arlington\, Virginia. \nBrown retired from the Army in 2019 with more than 38 years service having led troops at every level. His last command assignment before retirement was as commanding general\, U.S. Army Pacific in Hawaii. Prior to that assignment he served as commander of the Combined Arms Center and Fort Leavenworth and commandant of the U.S. Army Command and General Staff College from February 2014 to April 2016. His other significant commands include command of I Corps and Joint Base Lewis-McChord\, Washington; the U.S. Army Maneuver Center of Excellence and Fort Benning\, Georgia; deputy commanding general for the 25th Infantry Division\, Schofield Barracks\, Hawaii; commander\, 1st Brigade (Stryker) 25th Infantry Division\, Joint Base Lewis-McChord\, Washington; and as commander\, 2nd Battalion 5th Cavalry\, 1st Cavalry Division\, Fort Hood\, Texas. \nBrown’s assignments took him across the globe including deployments in support of Operation Uphold Democracy in Haiti\, Operation Joint Forge in Bosnia-Herzegovina\, and two combat deployments in support of Operation Iraqi Freedom. \nBrown graduated in 1981 with a bachelor of science from the United States Military Academy earning a commission as an infantry lieutenant. He also holds a Master of Education from the University of Virginia\, and a Master of Science in National Security and Strategic Studies (Distinguished Graduate) from National Defense University. He is also a Class of 1992 alumnus of the Command and General Staff Officers Course. SUMMARY:Distinguished Speaker Series: 1975 – The Fall of South Vietnam
DESCRIPTION:You are invited to a Distinguished Speaker Series dinner event on May 8\, 2025\, at the Riverfront Community Center in downtown Leavenworth\, Kansas (123 S. Esplanade St.). A reception begins at 5:30 p.m.\, the buffet dinner starts at 6 p.m. and the presentation will begin at 7 p.m. \nIn 1973\, the United States and the Democratic Republic of Vietnam signed “The Agreement on Ending the War and Restoring Peace in Vietnam.” All U.S. forces departed South Vietnam by the end of March per the peace agreement. Almost immediately after the cease-fire went into effect\, the fighting broke out anew into what was essentially a third Indochina War. The South Vietnamese forces fought on alone and acquitted themselves very well until mid-1974. By that time\, however\, the North Vietnamese forces had fully reconstituted in the South and subsequently launched a new round of offensives. The weakened South Vietnamese forces were unable to turn back the onslaught. On April 30\, 1975\, after 55 days of bitter fighting\, North Vietnamese forces captured Saigon and the Republic of Vietnam ceased to exist. In this presentation of the Distinguished Speaker Series\, Dr. James H. Willbanks will examine the events of 1974-75 that led to Hanoi’s ultimate victory. \nTickets are $35/person in advance or $40/person at the door. \nREGISTRATION IS CLOSED.\nDr. James H. Willbanks retired from the faculty of the U.S. Army Command and General Staff College in 2018\, after 26 years of service following more than 23 years of active-duty service as an infantry officer in various assignments\, to include a tour as an advisor with a South Vietnamese infantry regiment during the 1972 North Vietnamese Easter Offensive. While a member of the CGSC faculty\, Willbanks served as the Director of the Department of Military History\, the General of the Army George C. Marshall Chair of Military History\, and also taught national security policy and counterinsurgency. \nDr. Willbanks is an honor graduate of the U.S. Army Command and General Staff College and a graduate of the inaugural class of the School of Advanced Military Studies. He holds a B.A. in History from Texas A&M University\, and a M.A. and Ph.D. in History from the University of Kansas. He is the author or editor of 22 books on the Vietnam War and other topics in military history and serves on several editorial boards. Dr. Willbanks also served as a consultant to Ken Burns in the preparation of his 10-part documentary on the Vietnam War which aired on PBS in 2017. \nHis military awards and decorations include the Silver Star\, Legion of Merit\, Bronze Star with “V” and Oak Leaf Cluster\, two Purple Hearts\, and Republic of Vietnam Cross of Gallantry with two Silver Stars. There are conflicts on every continent on Earth besides Australia and Antarctica. The success of our nation is reliant upon our ability to train well-formed\, ethical leaders to navigate the complexities of this dynamic environment. In this installment of our Distinguished Speaker Series Paul Miller\, Ph.D.\, the CGSC Foundation’s General Hugh Shelton Distinguished Visiting Chair of Ethics\, is joined by Chaplain (Lt. Col.) Derek M. Pottinger\, instructor of ethics and world religions at CGSC\, in a discussion of Miller’s latest book\, Ethics of War: A Short Companion. In the book\, Miller discusses just war tradition and the contemporary challenges of the changing shape of modern warfare and offers insight on how to counsel soldiers\, elected officials\, and citizens in response.. Dr. Miller’s presentation comes on the heels of the CGSC Military Ethics Symposium conducted April 1-2. \nTickets are $35/person in advance or $40/person at the door. \nRegistration is closed.\nDr. Paul David Miller\, Ph.D.\, is a scholar and public servant devoted to ordered liberty at home and abroad. He is a political theorist and political scientist focusing on international affairs\, the American experiment\, and America’s role in the world. He is a Professor of the Practice of International Affairs at Georgetown University’s School of Foreign Service. He serves as co-chair of the Global Politics and Security concentration in the Master of Science in Foreign Service program. He is also a non-resident senior fellow with the Atlantic Council’s Scowcroft Center for Strategy and Security. \nAs a practitioner\, Dr. Miller served as Director for Afghanistan and Pakistan on the National Security Council staff; worked as an intelligence analyst for the Central Intelligence Agency; and served as a military intelligence officer in the U.S. Army. \nHis most recent book\, The Religion of American Greatness: What’s Wrong With Christian Nationalism\, was published by IVP Academic in 2022. He is also the author of Just War and Ordered Liberty (Cambridge University Press\, 2021) and American Power and Liberal Order (Georgetown University Press\, 2016). Miller taught at The University of Texas at Austin and the National Defense University and worked at the RAND Corporation prior to his arrival at Georgetown. \nMiller’s writing has also appeared in Foreign Affairs\, Survival\, The Dispatch\, Presidential Studies Quarterly\, The Journal of Strategic Studies\, Orbis\, The American Interest\, The National Interest\, The World Affairs Journal\, Small Wars and Insurgencies\, and elsewhere. Miller holds a doctorate in international relations and a bachelor’s in government from Georgetown University\, and a master in public policy from Harvard University. \nMiller is a contributing editor of Providence: A Journal of Christianity and American Foreign Policy\, a research fellow at the Ethics and Religious Liberty Commission\, and a visiting professor with AEI’s Initiative on Faith and Public Life. \nChaplain (Lt. Col.) Derek M. Pottinger is an ethics and world religions instructor at the U.S. Army Command and General Staff College. He has served 19 years as an active duty Army chaplain. Since 2006\, he’s served as battalion chaplain for infantry\, support\, combined arms\, and engineer battalions (including two deployments to Iraq 2007-2009 and 2010-2011); brigade chaplain for 3rd Recruiting Brigade (2014-2015); the ethics instructor/curriculum writer at the U.S. Army Fires Center of Excellence’s Field Artillery School (2016-2020); group chaplain for the 10th Support Group\, Okinawa\, Japan (2020-2022); and garrison chaplain\, Fort Riley\, Kansas (2022-2024). Pottinger holds a Master of Theology in ethics and public policy from Southern Baptist Theological Seminary\, a Master of Divinity in General Ministries from Lincoln Christian University\, and a master’s in theology and a bachelor’s in Christian ministries from Cincinnati Christian University.
