SUMMARY:Distinguished Speaker Series – The Impossible Mission

SUMMARY:DMNSF - Oct. 1\, 2025
DESCRIPTION:The Middle East is entering a decisive and turbulent phase\, as recent months have seen sharp escalations involving Iran\, Israel\, Hamas\, Hezbollah\, and the United States. In this timely forum\, Tirdad Daei\, Ph.D.\, joins us in a discussion moderated by Col. (Ret.) Scott Weaver that examines the strategic legacy of the Persian Empire and its enduring imprint on the Middle East’s political landscape\, explores the complex historical relationship between Iran and Israel\, and analyzes how ideological agendas\, shifting alliances\, and economic pressures are driving today’s conflicts. Against the backdrop of recent missile exchanges\, proxy warfare\, nuclear brinkmanship\, and emerging diplomatic initiatives\, the discussion will shed light on the roots of mistrust\, the significance of leadership transitions and negotiations\, and the implications for U.S. national security. Attendees will gain a nuanced perspective on how ancient legacies intersect with modern realities to reshape the region’s prospects for stability or turmoil. \n\nTirdad Daei\, Ph.D.\, brings 18 years of distinguished service as a U.S. Army civilian\, currently serving in the office of the Dean of Academics at the Command and General Staff College (CGSC) and the Army University’s Policy and Guidance Oversight Committee (PGOC). Daei previously served as academic director for U.S. Central Command regional analysis at the Special Operations Center of Excellence. \nDaei has been earned the Army Superior Civilian Service Medal — the second-highest award for Army civilians\, and the Civilian Commendation Medal\, the fifth-highest honor. His work integrates historical analysis\, ideological insight\, and regional dynamics to inform national security strategies. \nColonel M. Scott Weaver\, U.S. Army\, Ret.\, is an accomplished leader and educator with 27 years of experience in organizational leadership\, global program management\, strategic analysis\, and operational planning. A reception begins at 5:30 p.m.\, the buffet dinner starts at 6 p.m. and the presentation will begin at 7 p.m. \nVerification of arms control agreements has become a major topic in international relations. Although violations of such agreements properly command significant attention at the highest levels\, the successful implementation of these often complex and intrusive verification regimes frequently goes unnoticed. In this installment of our Distinguished Speaker Series\, Gil Bernabe\, Ph.D.\, will discuss his recent book\, Implementing U.S. Arms Control Agreements\, published through the Simons Center book program. \nTold by some of the world’s leading experts on the subject — men and women who labored on the front lines of the on-site inspections (OSI) and related activities – the book documents the story of one of the key organizations in this historic struggle to constrain and\, where possible\, eliminate the weapons that continue to plague the human race and the world environment — the United States (U.S.) Defense Threat Reduction Agency (DTRA) and its legacy organization\, the U.S. Department of Defense On-Site Inspection Agency (OSIA). \n\nTickets are $35/person in advance or $40/person at the door \nREGISTRATION IS CLOSED \n\nGilbert A. Bernabe\, Ph.D. (Lt. Col.\, U.S. Army\, Ret.) is a former treaty planner/analyst and inspector for the On-Site Inspection Agency (OSIA) and Defense Threat Reduction Agency (DTRA). He retired from government service after 43 years. He spent 26 years in the U.S. Army as a field artillery officer and 17 years as a civil servant for the On-Site Inspection and the Defense Threat Reduction Agency. Bernabe supported the INF and START Treaties as a planner and treaty analyst and participated in inspection and escort missions. He also served with the United Nations Special Commission on Iraq (UNSCOM) and participated in UNSCOM missile inspections in Iraq. He also supported U.S. Central Command in the areas of combating weapons of mass destruction (WMD) and interdiction and border security. \nDuring his military career\, he served on the Army staff at the Pentagon\, where he briefed the Army leadership on strategic nuclear issues\, and prepared the Army Chief of Staff on arms control issues selected for presentation to the Joint Chiefs of Staff. \nBernabe graduated from the University of Santa Clara with a history degree. He earned a master’s degree and doctorate in international relations from Claremont Graduate School. He also earned a master’s degree in National Security Studies from the Naval War College. SUMMARY:Distinguished Speaker Series: 1975 – The Fall of South Vietnam
DESCRIPTION:You are invited to a Distinguished Speaker Series dinner event on May 8\, 2025\, at the Riverfront Community Center in downtown Leavenworth\, Kansas (123 S. Esplanade St.). A reception begins at 5:30 p.m.\, the buffet dinner starts at 6 p.m. and the presentation will begin at 7 p.m. \nIn 1973\, the United States and the Democratic Republic of Vietnam signed “The Agreement on Ending the War and Restoring Peace in Vietnam.” All U.S. forces departed South Vietnam by the end of March per the peace agreement. Almost immediately after the cease-fire went into effect\, the fighting broke out anew into what was essentially a third Indochina War. The South Vietnamese forces fought on alone and acquitted themselves very well until mid-1974. By that time\, however\, the North Vietnamese forces had fully reconstituted in the South and subsequently launched a new round of offensives. The weakened South Vietnamese forces were unable to turn back the onslaught. On April 30\, 1975\, after 55 days of bitter fighting\, North Vietnamese forces captured Saigon and the Republic of Vietnam ceased to exist. In this presentation of the Distinguished Speaker Series\, Dr. James H. Willbanks will examine the events of 1974-75 that led to Hanoi’s ultimate victory. \nTickets are $35/person in advance or $40/person at the door. \nREGISTRATION IS CLOSED.\nDr. James H. Willbanks retired from the faculty of the U.S. Army Command and General Staff College in 2018\, after 26 years of service following more than 23 years of active-duty service as an infantry officer in various assignments\, to include a tour as an advisor with a South Vietnamese infantry regiment during the 1972 North Vietnamese Easter Offensive. While a member of the CGSC faculty\, Willbanks served as the Director of the Department of Military History\, the General of the Army George C. Marshall Chair of Military History\, and also taught national security policy and counterinsurgency. \nDr. Willbanks is an honor graduate of the U.S. Army Command and General Staff College and a graduate of the inaugural class of the School of Advanced Military Studies. He holds a B.A. in History from Texas A&M University\, and a M.A. and Ph.D. in History from the University of Kansas. He is the author or editor of 22 books on the Vietnam War and other topics in military history and serves on several editorial boards. Dr. Willbanks also served as a consultant to Ken Burns in the preparation of his 10-part documentary on the Vietnam War which aired on PBS in 2017. \nHis military awards and decorations include the Silver Star\, Legion of Merit\, Bronze Star with “V” and Oak Leaf Cluster\, two Purple Hearts\, and Republic of Vietnam Cross of Gallantry with two Silver Stars. He and his wife Diana now reside in Georgetown\, Texas. \n\nThe CGSC Foundation through its Simons Center conducts the Distinguished Speaker Series (DSS) program to offer extracurricular\, educational lectures intended to help enrich the Command and General Staff School curriculum and provide opportunities for outreach to the public. Topics covered in the Distinguished Speaker Series of lectures span the gamut of leadership and ethics\, organizational effectiveness\, collaboration\, as well as current events and issues in business\, government and the military.   \nThank you to our 2025 DSS Sponsors \n~5 Stars~ \nPritzker Military Foundation\nThe Tim and Karen Carlin Family Foundation \n~4 Stars~ \nJulius Kaaz Construction \n~3 Stars~ \nCol. SUMMARY:DMNSF – April 3\, 2025
DESCRIPTION:In this presentation of the Des Moines National Security Forum (DMNSF)\, Paul Schwennesen\, Ph.D.\, will discuss Ukraine’s defensive war against Russian aggression which has made world headlines for the past three years. Schwennesen will discuss how a striking evolution in the nature of the fight has been obscured by daily updates and political rhetoric.
