DESCRIPTION:How ought we judge international politics? From the Russian invasion of Ukraine and the targeted assassination of Qasem Soleimani to weaponizing AI and drone technology\, the current and future challenges we face require discernment and virtue. \nIn this meeting of the Des Moines National Security Forum\, U.S. Air Force Col. Paul Vicars\, Ph.D.\, explains the tensions and offers insights on ways to think about them. \n\nCol. R. Paul Vicars\, Ph.D.\, is an entrepreneur and assistant professor at the Air War College (AWC) with duties supporting the U.S. Army’s School of Advanced Military Studies at Fort Leavenworth\, Kansas. \nAfter earning a doctorate in political science at Baylor University\, Vicars served as chair of the Department of International Security Studies at the AWC. Previously he served as the project lead for the U.S. Air Force Air Education and Training Command’s Pilot Training Next initiative at Austin-Bergstrom International Airport in Austin\, Texas\, where he was responsible for exploring the potential of current and emerging technologies in the context of U.S. Air Force flight training. \nVicars was commissioned in 1999 at Air Force ROTC Detachment 157\, Embry-Riddle University\, Daytona Beach\, Florida. He has flown the F-16 in South Korea\, as a Forward Air Controller (Airborne) in Alaska\, as well as in support of Operation Noble Eagle in Guam. He has also served in the Combined Forces Command joint operations center in Kabul\, Afghanistan. SUMMARY:Distinguished Speaker Series: 1975 – The Fall of South Vietnam
DESCRIPTION:You are invited to a Distinguished Speaker Series dinner event on May 8\, 2025\, at the Riverfront Community Center in downtown Leavenworth\, Kansas (123 S. Esplanade St.). A reception begins at 5:30 p.m.\, the buffet dinner starts at 6 p.m. and the presentation will begin at 7 p.m. \nIn 1973\, the United States and the Democratic Republic of Vietnam signed “The Agreement on Ending the War and Restoring Peace in Vietnam.” All U.S. forces departed South Vietnam by the end of March per the peace agreement. Almost immediately after the cease-fire went into effect\, the fighting broke out anew into what was essentially a third Indochina War. The South Vietnamese forces fought on alone and acquitted themselves very well until mid-1974. By that time\, however\, the North Vietnamese forces had fully reconstituted in the South and subsequently launched a new round of offensives. The weakened South Vietnamese forces were unable to turn back the onslaught. On April 30\, 1975\, after 55 days of bitter fighting\, North Vietnamese forces captured Saigon and the Republic of Vietnam ceased to exist. In this presentation of the Distinguished Speaker Series\, Dr. James H. Willbanks will examine the events of 1974-75 that led to Hanoi’s ultimate victory. \nTickets are $35/person in advance or $40/person at the door. \nREGISTRATION IS CLOSED.\nDr. James H. Willbanks retired from the faculty of the U.S. Army Command and General Staff College in 2018\, after 26 years of service following more than 23 years of active-duty service as an infantry officer in various assignments\, to include a tour as an advisor with a South Vietnamese infantry regiment during the 1972 North Vietnamese Easter Offensive. While a member of the CGSC faculty\, Willbanks served as the Director of the Department of Military History\, the General of the Army George C. Marshall Chair of Military History\, and also taught national security policy and counterinsurgency. \nDr. Willbanks is an honor graduate of the U.S. Army Command and General Staff College and a graduate of the inaugural class of the School of Advanced Military Studies. He holds a B.A. in History from Texas A&M University\, and a M.A. and Ph.D. in History from the University of Kansas. He is the author or editor of 22 books on the Vietnam War and other topics in military history and serves on several editorial boards. Dr. Willbanks also served as a consultant to Ken Burns in the preparation of his 10-part documentary on the Vietnam War which aired on PBS in 2017. \nHis military awards and decorations include the Silver Star\, Legion of Merit\, Bronze Star with “V” and Oak Leaf Cluster\, two Purple Hearts\, and Republic of Vietnam Cross of Gallantry with two Silver Stars. He and his wife Diana now reside in Georgetown\, Texas. \n\nThe CGSC Foundation through its Simons Center conducts the Distinguished Speaker Series (DSS) program to offer extracurricular\, educational lectures intended to help enrich the Command and General Staff School curriculum and provide opportunities for outreach to the public. SUMMARY:DMNSF – April 3\, 2025
DESCRIPTION:In this presentation of the Des Moines National Security Forum (DMNSF)\, Paul Schwennesen\, Ph.D.\, will discuss Ukraine’s defensive war against Russian aggression which has made world headlines for the past three years. Schwennesen will discuss how a striking evolution in the nature of the fight has been obscured by daily updates and political rhetoric. In truth\, Ukraine has gone from a net importer of military equipment and tactical training to positioning itself as a net exporter of the world’s most innovative and cutting edge battlefield know-how. Particularly in the realm of drone warfare\, Ukraine possesses the most advanced doctrine on the planet and the U.S. security establishment would be wise to embrace it. \nPaul Schwennesen\, Ph.D.\, is a military affairs analyst. He earned his doctorate from the University of Kansas\, a master’s in government from Harvard University\, and degrees in history and science from the U.S. Air Force Academy. Schwennesen served ten years in the U.S. military in weapons-systems acquisition\, foreign area intelligence\, and flightline operations which included deployments to Central America and Afghanistan. In 2022\, he volunteered in Ukraine to provide civilian aid and combat training on the frontlines against the Russian invasion. In this installment of our Distinguished Speaker Series Paul Miller\, Ph.D.\, the CGSC Foundation’s General Hugh Shelton Distinguished Visiting Chair of Ethics\, is joined by Chaplain (Lt. Col.) Derek M. Pottinger\, instructor of ethics and world religions at CGSC\, in a discussion of Miller’s latest book\, Ethics of War: A Short Companion. In the book\, Miller discusses just war tradition and the contemporary challenges of the changing shape of modern warfare and offers insight on how to counsel soldiers\, elected officials\, and citizens in response.. He is a political theorist and political scientist focusing on international affairs\, the American experiment\, and America’s role in the world. He is a Professor of the Practice of International Affairs at Georgetown University’s School of Foreign Service. He serves as co-chair of the Global Politics and Security concentration in the Master of Science in Foreign Service program. He is also a non-resident senior fellow with the Atlantic Council’s Scowcroft Center for Strategy and Security. \nAs a practitioner\, Dr. Miller served as Director for Afghanistan and Pakistan on the National Security Council staff; worked as an intelligence analyst for the Central Intelligence Agency; and served as a military intelligence officer in the U.S. Army. \nHis most recent book\, The Religion of American Greatness: What’s Wrong With Christian Nationalism\, was published by IVP Academic in 2022. He is also the author of Just War and Ordered Liberty (Cambridge University Press\, 2021) and American Power and Liberal Order (Georgetown University Press\, 2016). Miller taught at The University of Texas at Austin and the National Defense University and worked at the RAND Corporation prior to his arrival at Georgetown. \nMiller’s writing has also appeared in Foreign Affairs\, Survival\, The Dispatch\, Presidential Studies Quarterly\, The Journal of Strategic Studies\, Orbis\, The American Interest\, The National Interest\, The World Affairs Journal\, Small Wars and Insurgencies\, and elsewhere. Miller holds a doctorate in international relations and a bachelor’s in government from Georgetown University\, and a master in public policy from Harvard University. \nMiller is a contributing editor of Providence: A Journal of Christianity and American Foreign Policy\, a research fellow at the Ethics and Religious Liberty Commission\, and a visiting professor with AEI’s Initiative on Faith and Public Life. \nChaplain (Lt. Col.) Derek M. Pottinger is an ethics and world religions instructor at the U.S. Army Command and General Staff College. He has served 19 years as an active duty Army chaplain. Since 2006\, he’s served as battalion chaplain for infantry\, support\, combined arms\, and engineer battalions (including two deployments to Iraq 2007-2009 and 2010-2011); brigade chaplain for 3rd Recruiting Brigade (2014-2015); the ethics instructor/curriculum writer at the U.S. Army Fires Center of Excellence’s Field Artillery School (2016-2020); group chaplain for the 10th Support Group\, Okinawa\, Japan (2020-2022); and garrison chaplain\, Fort Riley\, Kansas (2022-2024). Pottinger holds a Master of Theology in ethics and public policy from Southern Baptist Theological Seminary\, a Master of Divinity in General Ministries from Lincoln Christian University\, and a master’s in theology and a bachelor’s in Christian ministries from Cincinnati Christian University. He is endorsed by the Christian Churches and Churches of Christ’s Chaplaincy Endorsement Commission. \n\nThe CGSC Foundation through its Simons Center conducts the Distinguished Speaker Series (DSS) program to offer extracurricular\, educational lectures intended to help enrich the Command and General Staff School curriculum and provide opportunities for outreach to the public. SUMMARY:Command and General Staff College International Hall of Fame Ceremony - March 28
DESCRIPTION:The Army University’s Command and General Staff College will induct four international officer alumni to the International Hall of Fame at 9 a.m. March 28\, 2025\, at the Lewis and Clark Center on Fort Leavenworth. \nThe four officers honored: \n• His Excellency Dr. Abdullatif bin Rashed Al Zayani\, Minister of Foreign Affairs\, Bahrain \n• Carsten Breuer\, Inspector General\, Chief of Defense\, Germany \n• Lieutenant General Greg Bilton\, Chief of Joint Operations\, Headquarters Joint Operations Command\, Australian Defense Forces \n• General Luciano Portolano\, Chief of Defense\, Italy \nCGSC Commandant Lt. Gen. Milford H. Beagle\, Jr.\, will host the ceremony. \nThe CGSC International Hall of Fame was established by the college\, the Greater Kansas City Chapter of the Military Order of the World Wars and the CGSC Foundation in 1973. To be nominated for the International Hall of Fame an officer must be a graduate of CGSC and have attained\, by merit\, the position of leader of his or her country’s army or defense forces. In addition to being inducted into the Hall of Fame\, inductees are presented a CGSC certificate of honor by the Military Order of the World Wars and a Life Constituent Certificate by the Foundation. To date\, out of more than 8\,000 international CGSC graduates\, 280 leaders from 81 different countries have been inducted into the International Hall of Fame. Fifteen International Hall of Fame members have gone on to be heads of state or heads of government in their countries. \nInternational military student participation in cooperative military studies in the United States originated at Fort Leavenworth with the arrival of Swiss Lieutenant Henri Le Comte in 1894. Since then\, international students\, representing 165 countries\, have become an integral part of the Fort Leavenworth experience. These talented military officers contribute to a rich professional and cultural exchange environment.

SUMMARY:National Security Roundtable
DESCRIPTION:Civilian business and community leaders from around the country will participate in the U.S. Army Command and General Staff College (CGSC) National Security Roundtable (NSRT) from March 10-12\, 2025. The theme for this NSRT is “Economic Deterrence – the 21st Century Defense-Industrial Ecosystem.” \nDuring the program NSRT guests are partnered with CGSC students and led by CGSC faculty. This pairing allows guests the opportunity to gain an appreciation of the competence and professionalism of CGSC students and faculty and also helps them understand the role of Fort Leavenworth and CGSC in the professional military education of leaders for the nation. In turn\, CGSC students and faculty develop a better appreciation for the challenges confronting business and community leaders and how they approach decision making and problem solving. \nAttendance at the NSRT is by invitation only.
