The CGSC Foundation’s Simons Center hosted an Arter-Rowland National Security Forum luncheon event on Dec. 7, 2023, at the Carriage Club in Kansas City.
Simons Center Director Bob Ulin welcomed the ARNSF members, some of whom also introduced their guests. As the lunch period was winding down Simons Center Deputy Director John Nelson introduced the guest speakers, Dr. Mark Wilcox and Dr. Sean Kalic, professors at the U.S. Army Command and General Staff College.
In this presentation of the forum, Dr. Mark Wilcox and Dr. Sean Kalic, professors at the U.S. Army Command and General Staff College, discussed the Simon’s Center’s Cold War Symposium and the culmination of that work in the book they co- edited, The End of the Cold War and its Aftermath.

The Simons Center conducted the Cold War Symposium over the course of four months, from November 2021 through February 2022. The symposium was designed to commemorate the 30th anniversary of the end of the Cold War, to promote scholarship, and to recognize the contributions of those who participated in that global struggle, especially the United States and its allies in NATO. The series kicked-off with a dinner event on Nov. 9, 2021, and was comprised of three virtual events that followed. “Part 1: Setting Stage for the End of the Cold War” was conducted Dec. 14, 2021; “Part 2: The Cold War Ends” was conducted Jan. 11, 2022; and the final presentation, “Part 3: Rebuilding the Alliance,” was conducted Feb. 8, 2022.
At the conclusion of the symposium, Wilcox and Kalic led the effort to edit together the presentations delivered during the symposium into a book. This process has taken several months with The End of the Cold War and its Aftermath published by the CGSC Foundation and its Simons Center in November 2023.

Mark R. Wilcox, Ph.D., Lt. Col., U.S. Army, Ret., is a professor at the U.S. Army Command and General Staff College, Fort Leavenworth, Kansas.
Wilcox served as a politico-military staff officer at the U.S. European Command headquarters in Stuttgart, Germany; a Joint Chiefs of Staff representative to the United States Mission to the Organization for Security and Cooperation in Europe in Vienna, Austria; and a security cooperation liaison officer representing U.S. Central Command in the Republic of Uzbekistan.
Sean N. Kalic, Ph.D., is a professor in the Department of Military History, as well as assistant dean, at the U.S. Army Command and General Staff College, Fort Leavenworth, Kansas.
A Cold War historian, Kalic lectures and publishes widely on topics such as the interwar period 1919-1939, the Cold War, the post-Cold War security environment, and transnational terrorism. He has presented lectures for the U.S. Naval War College, The Slovenian Armed Forces, U.S. Army Futures Command, and numerous international conferences.
The Arter-Rowland National Security Forum (ARNSF) is led by the CGSC Foundation’s Simons Center and is an exclusive professional information sharing and networking forum for those interested in keeping abreast of relevant information about national security issues.
Members of the Forum and their guests meet periodically at guest speaker events in downtown Kansas City. National and regional guest speakers representing all elements of national power (Diplomatic, Informational, Military and Economic) highlight the meetings. The Forum is nonpartisan, but elected government officials may present from time to time.
The Forum is named after Lt. Gen. (Ret.) Robert Arter, Founding Chairman of the CGSC Foundation, and Mr. Landon Rowland, the Foundation’s first major donor who was well-known in Kansas City for his keen interest in national security issues and his leadership in business and philanthropy.
